PlacelessTranslationService now has a "template language" which defaults to English. It will always consider this template language to be available. But the reason this folder got added in the first place, is to provide translations in the plonelocales domain. There's no defaults in the code for all those month and weekday translations in their various short and long forms. This stuff ought to use a real CLDR based solution like provided by Babel, but so far nobody had time to implement it.
