Is this for UK English? It is for any English, whether it be UK, US or anything else. The goal of this 'en' folder is to make the translation machinery aware that there is an English translation. All the translates msgstr's will be empty usually, but that's okay. Without this, you can get into problems. It depends a bit on how you have configured the language control panel in the Site Setup; I think it can only go wrong if you allow more than one language there. But if a browser comes along with language preferences 'English, Dutch', Plone will first look for an English translation, it does not find it, looks for a Dutch translation, which it finds, and so it returns Dutch even when the user has a slight preference for English. In other words: without that 'en' folder Plone does not realize that it has an English translation.
