LinguaPlone itself lacks any kind of workflow notifications for editors. I know of several such implementations done for customer projects. The only code that is freely accessible is in http://pypi.python.org/pypi/valentine.linguaflow to my knowledge. Not sure if that code is still Plone 2.5-only or if there's been updates to it. Improving the actual content / translation management aspect of LinguaPlone has been on todo-list for quite a while, but nobody had the time to make a generic solution yet.
