IMHO there are two ways for doing that: 1- as Vincent suggested, you will need to write import/export scripts 2- it looks like there is a web-based po editor (http://code.google.com/p/simplepo/). However I couldn't find a demo, so you will have to install it by your self (any LAMP system will suffice).
