Release checklist changed

Dear developers:

I added an item to the Silva release checklist to reflect our new
translation process through launchpad. What should also not be
forgotten, but isn't really part of the release itself:

Whenever there are changes to (the text part of) page templates, a new
extract and merge needs to be run, and the resulting .pot (and *not* the
.po's lest we inadvertently destroy work by our online translators)
needs to be uploaded at:

https://launchpad.net/products/silva/+series/main/+pots/silva/+upload

If we receive translations though other channels, or do them ourselves,
the process is: preferably download the current launchpad version of the
specific language po at:

https://launchpad.net/products/silva/+series/main/+pots/silva/+export

merge the differences between that and the new translation and upload it
again. Then check it into CVS.

A little bit more involved, I know, so really we should encourage
everyone to work through launchpad, which is easier anyway.
