You can force it out of snapshot mode manually without a restart, using the ZMI and DirectoryStorageToolkit instance.... The management page for the toolkit lists the snapshot lock code. It will look something like "user/xxxxxx", then browse to htt p://xxxx/DirectoryStorageToolkit/leave_snapshot?code=user/xxxxxx (but substituting the real lock code you saw in the management page) Both of those options will fail if you still have a stale backup (or other) process lying around holding a lock open on the misc/sublock file.
