Neo is very interesting stuff. Great for large volumes of data. If my memory serves me correctly, they do have a single centralized id server. Is that the approach you want to take? I do not believe that he is allowed to change it to LGPL. Unless he has kept it GPL free, and only added the license to releases, and not accepted any changes back. I know of only one software package that does this, TextMate. Also LGPL was written for C. It is not clear if importing a python module counts as "linking" with it. What I really like is the mozilla license. If you modify the core, it becomes part of the licensed material. If you add something to it, it is yours to do with as you want.
