On this, I don't think it is completely accurate.  If I have 1,000 HTML 
files, 500 PHP files,  and 100 CGI scripts, and I switch to Apache2, 
then they should all work unchanged.

Unless I'm missing something, we're not exactly promising the same 
thing for Zope. :^)

OTOH, if I write something in C that talks directly to the Apache API, 
then I might or might not have some work to do.
