Setting boundaries on the usable workspace on a desktop

Folks,
Is there a way to "harden" some boundaries on my FB desktop? When I
activate certain programs, they slide underneath gkrellm (which is in
the slit). I'd prefer to have them bump into the innermost edge of
gkrellm, but go no farther toward the screen edge, so that gkrellm is
always visible (it's already set to "on top"). Some programs merely
reestablish themselves on the screen at the size and location I last had
them. Those I can place. But other programs or pop-up windows, such as
an open email, seem to migrate to the upper left corner of the screen --
and under gkrellm. Am I missing some setting?
