Try playing with the styles...look for them in the styles directory

for example: style  qnx-photon 

has   rootCommand:  bsetbg -solid white

change it to 

rootCommand: bsetbg -c /home/~/Backgrounds/photo8.jpg

-OR-

rootCommand: bsetbg -c ~/.fluxbox/backgrounds/freebsd.png

I have mine under the fluxbox directory...notice the extensions
jpg and png. 

I am currently using:
Fluxbox 0.1.14 : (c) 2001-2002 Henrik Kinnunen 

I think bsetbg is a wrapper for bsetroot.
