If you want it to do nothing, try setting it to nothing:
session.screen0.rootCommand:

Is your username ~ ?
Try this:
background:  center
background.pixmap:  /home/yourname/Backgrounds/thisimage.jpg

The standalone won't work, because rootCommand doesn't work from styles 
any more.

You should be able to test that it works by running fbsetbg from the 
command-line:

$ fbsetbg /path/thats/in/background.pixmap/thisimage.jpg

Someone else mentioned bsetbg, which is old. Fluxbox now uses fbsetbg. 
Said user may want to try the 0.9.x series :)
