I tried the settings you recommended. They didn't work. But when I ran
fbsetbg from the command line, I got an interesting echo, even as it
set the new background -- to wit:

wmsetbg warning: could not open domain
file /home/~/GNUstep/Default/WindowMaker

In fact, I didn't even have a GNUstep directory. So I set one up, with
a Default subdirectory. Then I set up a (blank) WindowMaker file in it.
That didn't help either. So I wonder if there's something in that
WindowMaker file wmsetbg wants to see? And whether that is part of the
larger problem I'm trying to solve?

Oh well, back to work...
