You do no need to bother this much.

Add the following in ~/.fluxbox/menu

[submenu] (Choose a wallpaper...) {} <>
  [wallpapers] (~/.fluxbox/backgrounds) {} <>
  [wallpapers] (/usr/share/fluxbox/backgrounds) {} <>
[end]
