Super-E is not read on my version of fluxbox

Using fluxbox 1.3.5 on Ubuntu 14.04 (2011 mac mini)

I find that the Super-E key combination is not read.
I use this binding code in ~/.fluxbox/keys

Mod1 E :Exec /usr/local/bin/emacs

Note: no other Exec target works and testing with emacs shows no
input for that combination.
