Initial Comment:
I think IceWM handles _NET_WM_STRUT and _NET_WM_WINDOW_TYPE_DOCK wrong.

Background:

I use the gnome-panel and the drawer applet, which pops up a small menu with more space for the panel. Both are of type _NET_WM_WINDOW_TYPE_DOCK and both set the _NET_WM_STRUT property. The main panel sets the strut to (0,0,0,26), i.e. reserve from the bottom 26 pixel, but the drawer sets the strut to (0,0,0,0), i.e. reserve nothing from the workspace. IceWM handles both frames the same, i.e. put them in the dock layer and ignore the strut. I think this is wrong but can't find  a wording in the wm-spec.

My current 'solution'/hack is to provide a winoption to ignore the _NET_WM_WINDOW_TYPE property. But I don't like this.

Let the Dock layer limit the workspace (incompatible with GNOME Panel)
LimitByDockLayer=true
