Initial Comment:
There are many reported problems with icewmtray icons not updating and completely disappearing. This patch tries to fix this.

I'm not quite sure if my patch properly fixes tray icons because it enables some commented code again. But for me it seems to work fine, tray icons can now update (which did not work before), they can change and they do no longer disappear.
