Actually, I put the entries in ~/.icewm/toolbar, and then create a symlink
to at ~/.icewm/menu (I'm lazy, and don't want to do it twice).
winoptions is intended for overriding your regular windowing settings.
Icon options are controlled in ~/.icewm/preferences config file. The
default locations for icons are...

/usr/share/icewm/icons (systemwide)
~/.icewm/icons (user-specified)

The syntax for menu and toolbar files is

prog Program Icon app -with -options

  Here is my menu+toolbar file...

prog 4NEC2X 4nec2x wine c:/4nec2/exe/4nec2X.exe
prog AbiWord abiword /usr/bin/abiword
prog Freecell freecell /usr/games/bin/xfreecell
prog DILLO dillo /usr/bin/dillo
prog GIMP gimp /usr/bin/gimp --no-splash
prog Gnumeric gnumeric /usr/bin/gnumeric
prog Logged\ in opera /usr/bin/opera --pd /home/waltdnes/.operaacct/loggedin
prog xterm xterm /usr/bin/xterm -bg black -fg cyan -geometry 80x64 -fn -ibm-courier-medium-r-normal--0-0-0-0-m-0-iso8859-1
prog Anon opera /usr/bin/opera --pd /home/waltdnes/.operaacct/anon
prog Firefox firefox /usr/bin/firefox -width 950 -height 1050 -P default -no-remote
prog Restart\ ICEWM Restart killall -HUP /usr/bin/icewm
