Reassigning keys to be another key

Hello, I wish to reassign certain keys on my keyboard to a more familiar one (due to the layout of the keyboard). Example, I want to turn the "Windows" key (#117) into "Ctrl_R" and the "Wake Up" key (#227) into my delete key. I can do this in xinit and it works fine in say, TWM, but IceWM is overriding it and all I can find for keybinding HOWTO is how to start or modify programs, not make a key do the job of another.
