How are you overriding it? xmodmap?
If so, i dont think icewm is overriding it. I overwrite the setting
of my "windows" key to make it a "Kanji" key using the following line
in my ~/.xinitrc:
xmodmap -e 'keycode 133 = Kanji'

If you do that and it doesnt work, can you tell us the exact command
you use? Your mail is awfully terse and lacks a lot of information
one would need to be able to help you.
