It looks like the taskbar needs the fMove=0 winoption to prevent
dragging.

If I'm reading it correctly, that could be added to src/wmtaskbar.cc
in TaskBar::TaskBar() by adding fMove=false.

And it can be set in ~/.icewm/winoptions via something like:

  icewm.TaskBar.fMove:0

(Untested, just based on reading through the docs and code.)
