You happened to leave out the environment upon which you are running
IceWM, and whether you have used that environment's precompiled packages
or built it yourself. This is important, as IceWM may not have been
built with support for imlib, without which it is limited to loading
xpm-format images, and cannot load png, jpg, et alia.

I have been using IceWM exclusively, on Gentoo, for years, and I have no
problems using custom backgrounds with the Infadel2 theme, along with
pseudotransparency with aterm and, more recently, urxvt (composited
transparency is too distracting at small font sizes).
