Using IceWM on X, just start "xinit" then in plain xterm window start 
"icewm-session". icewmbg sets my background without a problem. Both the 
Fedora distribution one and myself compiled with default options. Not 
using transparency, but as usually, this is a matter of application, not a 
WM. The terms that do transparency most often use so called "pseudo 
transparency" - i.e. you see a background but not a windows beneath. Full 
transparency IMHO needs composition manager.
