Haw to ensure click to focus works.

Lately I've been having trouble with IceWm and click to focus. Even if I have that selected in the menu, as soon as I move the mouse off an application to another which is underneath, focus changes to the new app. It seems I have set one of the provisions in preferences the wrong way. I have tried changing some but nothing I do seems to make any difference. Can anyone help ?
