Can you try with default config/build/theme of icewm? I am not aware of 
that it will switch focus on mouse over by default... it used to be that 
way in some other WMs and icewm can mimic that, but is should not be 
default.

Did you build icewm yourself?
I expect this is known to you http://www.icewm.org/manual/icewm-4.html
