First let me apologize for my rather hastily typed response to your 
original post. When I referred to qvwm-2 what I meant was libqv, which 
is the windows lookalike widget set that was being developed for qvwm-2. 
That could have been a great widget set. But it's not being developed 
any longer.

What I assumed you were looking for is a functional win32 lookalike 
widget set to use as part of a new Linux desktop. If so, Fox is a much 
better choice than libqv. But it wouldn't make sense to rewrite qvwm to 
use the Fox toolkit. And as dhlong points out in his reply (dated May 
2003, wtf?), Fox doesn't currently support unicode. So 
internationalization is a big problem.

As far as developers, that's a seemingly unsolvable problem. There have 
been a lot of people who have come to this list over the years looking 
for mindshare to help extend qvwm and libqv, and it's never happened. 
Tragic in a way. Trying to develop something against the installed base 
of Gnome/KDE is too intimidating. I mean, that's millions of lines of 
tested code installed on tens of thousands of desktops. That's a tough 
nut to crack, ya know? ;)
