Thanks a lot! ratmen with UTF-8 works fine for me. Thinking about
replacing my ratmenu usage with it...

Since this is a major improvement over ratmenu and 9menu, I thought
about packaging ratmen (with that patch) for Debian. But it would be
far better if the ratmenu authors (equals Debian packagers in this
case, Cc'ed) would adapt that patch to their package, also because
according to the ratmen README, ratmen developement stalled a few
years ago.

BTW: The Debian 9menu package has been orphaned recently:
