Autotuner of volume-level

Hi,

Is there "in nature" some program/script which can autoset the volume-
level of PC audio devices, absolutely? So it should to measure the 
audio energy stream and increase/decrease the volume-level to set the 
same output.

BTW New Russia TV/Radio outputs ads with very high volume-level and 
lower for others (movy, news and so on). 
Is it the same in other country?
