problem in building perl on win CE 4.20

We have started building perl on win CE 4.20 as per  instructions given in 
 perlce.souceforge.net  site.
We downloaded the perl souce for 5.8.2 from active perl site and celib and 
consolelib from 
rainer keuchel's site.
We are  using Microsoft Embedded Visual C++ and Microsoft VC++ ( not 
platform builder IDE). 
The target board is a intel 830M4 board  intended for notebook PC.

We edited  compile.bat and makefile.ce found under  under  path 
perl5.8.2\wince 
and we  have set  the following after seeing WCEx86.bat .
WCEROOT =C:\Program Files\Microsoft eMbedded C++ 4.0
and CEPATH=C:\Program Files\Microsoft eMbedded C++ 4.0\EVC\wce420\bin

I have following queries   :
1.   We saw  MS Pocket PC  is written as " Platform "  in makefile.ce 
.What is the meaning of "Platform"  here ?
 
2.         We don't find any match in the directory structure of perl5.8.2 
distruibution with following portion   in makefile.ce:
PROCESSOR_ARCHITECTURE = $(TARGETCPU)
ARCHNAME        = $(PLATFORM)-$(OSVERSION)-$(PROCESSOR_ARCHITECTURE)
ARCHDIR         = ..\lib\$(ARCHNAME)
COREDIR         = ..\lib\CORE
XCOREDIR        = ..\xlib\$(CROSS_NAME)\CORE
AUTODIR         = ..\lib\auto
LIBDIR          = ..\lib
EXTDIR          = ..\ext
PODDIR          = ..\pod
EXTUTILSDIR     = $(LIBDIR)\ExtUtils

There is no similar folder named like 
$(PLATFORM)-$(OSVERSION)-$(PROCESSOR_ARCHITECTURE)
under the lib directory of perl distribution.

3.       Also there is no file perl.lib or perl.dll   under the path 
written in this portion of makefile. 
PERLIMPLIB_EXP  = ..\..\..\xlib\$(CROSS_NAME)\CORE\perl$(PV).lib
PERLIMPLIB      = $(PERLCEDIR)\$(MACHINE)\perl$(PV).lib
PERLDLL         = $(MACHINE)\perl$(PV).dll

4.      When we are trying to compile the compiler cl.exe gives this error 
 :

C:\Progra~1\Window~4\wce420\SANTARITA_R1\Include\X86\time.h(273) : error 
C2090: function returns array


Can anyone pls help us telling where we are going wrong .
