Can't open .tar file for celib from website

I was able to open the Maxima and GNUplot files (I'm trying to see how-and if-Maxima will 
work on my Dell handheld running Windows Mobile 2003 second edition - I want to 
compare it to Bernard Parisse's Giac).

Can someone send me the uncompressed celib.dll file?
