how to create keyboad drivers

Hi

I Just went to Fry's Electronics in Anaheim CA and I bought a Model 
No PA870 V3 foldable IR keyboard.

I am trying to use it with my versizon smartphone PocketPC 2003 
(AudioVox XV6600) .

Can anybody help me? 

The drivers do not seem to work.

Targus tells me
The keyboard "PA870" is not compatible with your smartphone PocketPC 
2003 (AudioVox XV6600). Unfortunately, at this point of time we do 
not have a keyboard that would be compatible with your device. Please

Ok guys so how do I write a driver for the IR keyboard?
