Win CE conversion

Hi Guys,
 
  My name is Wilson Logan. I'm the creator of a Yahoo groups
reader/archiver (called PG Offline) & I want someone to do a Win CE
conversion of it.

I think it would make a killer Win CE app but I need someone to tell me
if its possible & if possible, how much?
