Dev Environment?

Hi there, as a newcomer to wince-devel (and WinCE development, but not software development in general), I am currently looking for very basic information... like, how do I get a development environment up and running? I've sifted through the mailing list archives and found very little information on the subject. The Paranoyaxc Software homepage links to the Voxware toolset (GCC), but that one's compiled for Linux (I'm using Cygwin), and it does not come with any info on how to build your own. The naive approach (picking up binutils, gcc, and newlib and trying to compile them for arm-wince) fails because some files are missing... (I could look up the exact error message, but the approach is most likely bogus anyway.) Is anyone here who actually uses a GCC cross-compiler for development, and could give me some pointers on how to set up such an environment?
