Now you have. I'm a CTO, and we won't be using off-shore development.

In my mind, the most important factor of development is communication, and a
huge percentage of that is impromptu. That's VERY difficult when your staff
is in a time-zone 8 or 12 hours off from yours, may or may not speak your
language fluently, and whose skill level is very difficult to judge.
