 I have had dealings with offshore development in India. We have 3
developers in Bangalore now. It took about 3 months to get the visas so that
we could bring them over for training. We sent them back, along with laptops
which took another three months and much haggling to get out of Indian
customs. They now have the equipment, but in 6 months and thousands of
dollars have yet to be productive.
 I have found that offshore development requires a great deal of "extra"
work, especially in requirements and documentation when dealing with project
details. We spend a lot of early mornings on the phone discussing and
explaining requirements and logistics, only to have to double check the
quality of the "work" they performed.
 I believe that while a company may receive some short-term benefits, in the
end off-shore is less cost effective because of the administrative, logistic
and QA overhead.
