Problem with webservice -- "Unable to start debugging on the web server. An authentication error occurred while communicating with the web server." ???

I just rebuilt my computer using Vista and then of course needed to make
changes to a web service.  When I try to debug it, I get the message
below..

"Unable to start debugging on the web server. An authentication error
occurred while communicating with the web server."  

 

Any ideas?  I tried resetting IIS as
http://support.microsoft.com/kb/306165/  suggests - but no luck.
