I believe I had this problem when I made the jump to Vista.  If I recall
correctly the fix for it was nothing "exotic".  If you fire up the IIS
Manager click on "Default Website" and choose "Authentication".  Under
"Authentication" make sure you have "Windows Authentication" and "Anonymous
Authentication" enabled.  This fixed all my WebService issues for me.
