MS intend MSDE as the Access/Jet replacement for desktop database solutions,
as I understand it MSDE is licenced pretty much the same as Access.
Functionally it is equivalent to SQLServer, however MSDE has some
restrictions that SQLServer doesn't have (DB size, connection optimisation
etc), the documentation describes these limitations.

I believe that Access 2000 can use MSDE as the Datastore rather than Jet,
you must have installed MSDE for Office 2000 though
You can install MSDE on any machine (client/server), you can access this
installed MSDE instance from a client machine that has suitable libraries
(ADO,OLEDB etc)
You can use the MS Access "Upsizing Wizard" to transfer an Access database
(tables, queries, views etc) to MSDE/SQLServer, the Access documentation
describes in detail this process.
If you are installing MSDE to client machines (rather than to a server
machine) you must distribute the MSDE installation package with your
application
