Basically, in order to use MSDE for your app (and to distribute it with
your app if needed), you have to buy one of the following MS products:

-MSDN=AE Universal, Enterprise, and Professional subscriptions
-Microsoft Office XP Developer Edition
-SQL Server 2000 Developer, Standard, and Enterprise Editions
-Microsoft Visual Studio=AE .NET Architect, Developer, and Professional
Editions

Notably, you cannot use MSDE 2000 if you have a VC++ 6.0, then
you're "stuck" with MSDE 1.0 (SQL 7.0).
