I think that's right.

Correct. But sometimes, that can help in the case where you do a
little bit of coding without TDD, and you say, Hey I want to get back
on the TDD tracks... could you generate a couple of tests for me so I
feel like I  have coverage. Then you can get back on the horse.

If you have to integrate some code that was written in a non TDD
fashion, this sort of tool seems like it could be very helpful as
well.
