Could not load file or assembly nunit.framework

    Could not load file or assembly 'nunit.framework, Version=2.4.8.0,
Culture=neutral, PublicKeyToken=96d09a1eb7f44a77' or one of its
dependencies. The system cannot find the file specified.

I have just installed nunit and built a project that uses it.  When I try to
run nunit on the generated test dll I get this error.  If I go into the gui
and try to add the nunit.framework.dll directly I get the same error.
Running the supplied nunit self-tests works.
