Your problem is permission related. Microsoft added **an additional 
security layer in Windows 8.1.*

Here in general is the installation procedure:

Backup your EccoPro data files!

Check on your operating system first, then download either the 32-bit 
version or the 64-bit version of standard EccoPro 4.01 or the improved 
EccoProX. Backup your Ecco data files to a different folder than the 
Ecco Program Folder. If you upgrade from an older EccoPro installation, 
if you manually copied EccoPro system files or if you tried a different 
Installer on the same system before using our new Installer please 
uninstall EccoPro. If there is no Uninstaller remove all EccoPro 
registry settings and program related files manually.

To find all EccoPro program related files and settings for removal 
download the EccoPro UNINSTALLATION HELP file from our site. Important: 
The file reflects the locations of an installation in Windows XP. Do not 
use the UNINSTALLATION HELP file to install Ecco. Just use the included 
EccoFileSystem folder to find all EccoPro related installation files and 
settings for removal.

The Vista/Windows 7 or 8 installations require different folder names. 
The NetManage ECCO PRO folder will be copied to: 
C:\ProgramData\Microsoft\Windows\Start Menu\Programs. Additionally, 
64-bit installations require a different program folder for 32-bit 
programs. Instead of using the folder Program Files all necessary 
EccoPro program files will be copied to the sub-folder ECCO of the 
Program Files (x86) folder. After the new installation copy any of your 
old Ecco Data files into the main ECCO folder under Program Files (x86).*

IMPORTANT: To set all permissions for file and folders you have to be an 
system administrator or run the Installer as "Administrator" by 
right-clicking the Installation file.

*If you downloaded a 32-bit version replace the "64" characters below 
with the characters "32". The included "readme" file states:

1) Unzip the download to your local C-Drive using the default path and 
not to the Downloads folder!
2) The Installer "EccoPro 64 - Installation.msi" which when properly 
unzipped has to be in the "C:\EccoPro64" folder."
3) If not, create the "C:\EccoPro64" folder and copy the three unzipped 
files to that location.
4) Please start the 64-bit installation by double-clicking the "EccoPro 
64 - Installation.msi" in the "C:\EccoPro64" folder" the default path.
5) Do not remove the installation folder "C:\EccoPro64" once EccoPro is 
installed! Otherwise EccoPro will search that folder at start-up.*

*There is a small delay when you start EccoPro. Because of the special 
Windows 7/8 64-bit permissions and some of the 16-bit supporting files 
used in EccoPro, the installation refers back to the "EccoPro 64 - 
Installation.msi" in the default installation folder "C:\EccoPro64". As 
a result you will get configuration messages each time you start EccoPro 
in a Windows 7 or Windows 8 64-bit environment.*

Here are some important notes if you upgrade to Windows 8.1:

a- it is not possible to delete the EccoPro shortcut as a user
b- it IS possible to delete the shortcut as an administrator
c- it is NOT possible to make a new shortcut icon as a user. You get a 
registry error.
d- It IS possible to make a new shortcut as administrator and it works 
properly

A registry error is permission related. *****Until we adjust our 
installer, we recommend to run EccoPro as a system administrator. 
***Although "everyone" has all permissions to access the ecco folder, in 
Windows 8.1 *a***dditional users require administrative privileges.** 
You have to explicitly add every single non admin user and give them all 
access rights to each folder used by EccoPro. This will solve it. After 
that you might create a shortcut for every non admin user.

Once you installed the latest version start EccoProX by clicking your 
Desktop icon. You will see a smaller EccoPro icon in your lower Taskbar. 
Right-Click the lower Taskbar icon and click “About Ecco Extension…” to 
discover the actual version number and many new program options. 
Additionally, the Control Panel under “Programs and Features” will give 
you the Publisher, the Installation Date and the real Version Number. To 
learn more about the improvements over the standard EccoPro 4.01 please 
open the Change Log “eccoprox.eco” in your Program Folder. To update 
future versions of EccoProX just visit 
http://eccopro.com/ecco-extension/ and download the most current version 
of "eccoext". Extract the files of the eccoext.7z download and put them 
into your EccoPro program folder.

The Installer comes with Microsoft Help updates for Vista, Windows 7 and 
Windows 8. You find those files in their appropriate Installation 
folders in your program directory. Just execute the to your operating 
system related update and you are able to use the "Help" tab in EccoPro.*
