paste clone in a Notepad; using ext 4673

Odd thing, an annoyance rather than a bug...others experience same thing? can it be *fixed*?
  
 When I try to paste a clone via rt-clk link & clone menu, It will not paste to a blank item/row/line (but will if I add a space to the row; but then pastes as a sub item.
  
 If I paste to the end of an existing item, it pastes as a sub-item and I must drag to a new line and move it to an upper sub position (one level higher in outline).
  
 Would expect it should paste to a new blank item and stay at same hierarchy level; like any other *paste*.
