Can you post the list of your recently installed MS updates?  (it is available on your PC: *view installed updates*; hit windows start button at bottom left and type into blank area, then click on control panel link).
 

 Reason I ask is I manually install updates and have tech support that lists when to wait on certain updates because they have problems...and I can check my PC to see if I have same update installed or not....I DON'T have the same problem you have; Ecco + ext runs OK on my win7x64.
 I have held back on many MS updates because they have know problems. I wait until verified as OK.
