If you look at the Change Recurring Events topic in the help file, it says:

If you change the time or duration of a recurring event by using the Date Settings dialog box, the Edit Appointment dialog box, or the Tickler dialog box, the Change Recurring Event dialog box appears. You can change the time of 

* the selected recurrence 
* future recurrences
* all recurrences

That said, I sometimes didn't get the dialog box even when I changed the times, but I haven't spent much time experimenting with this,
