I have not done operations that trigger that dialog much in recent times, but I vaguely recall seeing the problem of that dialog not appearing when a start time is the only thing changed in some situations.  I can't remember if I thought it was a bug or if I saw some particular reason that it made sense in some cases.

I think the dialog always appears if you change the end time.  But I think you are right that just changing the start time in some situations doesn't trigger the dialog.  If someone else doesn't get to the bottom of that, I may take a look at it to see what is going on there.
