Formatting a number column

A simple question -- is it possible to format a number column so that 
all values (including, particularly, those that are whole numbers) are 
shown to 1 decimal place?

I also notice that, even if formatted to 2 decimal places by the 
standard format '0.00', whole numbers (eg, 84) are shown with no decimal 
places (ie, 84 not 84.00) although other numbers (eg, 83.7) are 
formatted correctly (ie, 83.70).  Is there a way to fix it so that all 
numbers are shown to 2 decimal places as specified?
