Yep, that's right.  There are 2 solutions that I know of and I'm sure 
there are other people (more knowledgeable than I) who will be able to 
assist further:

  * Katmouse (which I've not used for many years, but I know others use
    it) is a free download available at
    http://katmouse.en.softonic.com/; and
  * EccoPro with Slang's eccoext enables mouse scrolling (and many other
    useful features) -- it's available through this mailing list (but
    others will need to tell you how) or from Compusol at
    http://www.compusol.org/ecco.html (for a small fee).
