Ecco dialer doesn't work...

It was rock solid for more than a decade.
Something happened this past week and now I can't dial phone numbers with Ecco Pro.

Any suggestions?

The modem works. Its drivers work.
I can dial from the command prompt.

I have a dual boot WinXP machine.
I can boot to f: drive and run Ecco from c: drive.
I can dial out this way.

But when I boot from c: (my normal boot situation)
Ecco does not dial out!
