File Limit: Watchdog?

Am a very "Low Tech" user of Ecco, but have one main file that date from when Ecco first came out.
 

 Reading about File Limit on the forum, there are references to the Watchdog utility that could give an indication on how close to the limit a file might be?
 

 -- Is this utility still available and would it run on WIN10?
 

 -- Or is there another way to get a picture of how full a file might be?
