It's difficult to maintain a manual sort order in Ecco.  Lots of things seem to want to make items resort and some of them are pretty mysterious such as the order of items in another notepad.  This problem has been discussed from time to time over the years, but I've never seen a good solution.

Are you using Ecco Extension?  It has more versatile sort features although sorting manually and getting things to stay in that order is still a challenge.

The only way I've found that is rock solid for sorting manually is to create an extra column such as a number column and sort on it.  Then you can number each item and it will stay in number order.   The catch is that if you have to rearrange, you need a numbering system that can deal with that and you have to fool with the numbers.  It's clumsy, but for critical needs, it works.
